Is legal in Utah?

According to the Attorney General's website, it is legal to possess and 'use' it in the privacy of one's home. However, it also says that you cannot create, transport, distribute, or receive . How does that make sense? You can own it, you just can't buy it, download it, send away for it, or make it. Isn't it also unconstitutional to enact such a ban under Miller v. California??? But seriously... "You can have it, you just aren't allowed to get it."
