How come the GOP is only the party of fiscal conservatism when they're a minority party?

The basis of conservatism should not be confused with the representation we have had. It seems that both parties try to make exceptions to get more votes from the other, and the republican party has seemed to lose it's foundation, and what they are really supposed to represent. I don't mean Republicans in general, I just mean alot of the people we have had, and have in office. We need to get back to our foundations, and the democratic party is not making themselves very appealing either. Reagan did not expand the government, and alot of people look at the money that was spent, and do not see what it did, America benefited greatly, and aculated a great profit from this, he also lowered taxes, and mively lowered unemployment.
